UTAH CITIZENS’ COUNSEL ROADMAP TO REAL ETHICS AND PROCESS REFORM
This is not intended to be an exhaustive list of fixes for every conceivable ethical ill; but it’s a good start for ensuring that government of, by, and for the people has a reasonable chance to work effectively. The legislative process is fragile, and voters are entitled to a process that neither is, nor appears to be, rented out to the highest bidders.
